But there's a crucial distinction: ads appearing in Turkey is not the same as Turkish businesses being able to advertise. As of mid-September 2026, Turkey is not on the list of countries open to advertisers on OpenAI's self-serve Ads Manager. This article separates the two clearly. 1. What changed on the user side
OpenAI shows ads to Free and Go users; Plus, Pro, Business, Enterprise and Education tiers are ad-free. Ads are separate from the organic answer, labeled "sponsored," and OpenAI states they don't influence answer content. Ads also don't appear in sensitive topics (e.g., mental health, politics) (Testing ads in ChatGPT). So for Turkish users, what changed is that labeled ads have begun appearing next to some answers.
2. The real situation for Turkish businesses
Ads appearing in Turkey doesn't mean Turkish brands can advertise right away. Self-serve Ads Manager access depends on the country where the business is legally registered, and Turkey isn't on that list. Market comparisons note that self-serve access covers ~52 countries (North America, Brazil/Mexico, ~32 European countries, parts of the Middle East and North Africa, Asia-Pacific), while China, Russia and Turkey are excluded.
